Only speculation I have is that using the softer spring will increase the sensitivity of it; causing it to open easier and more fully open.... I would really question how much of a benefit this would be though - seems like splitting hairs to me...

...is that having a partially open recirc at high vacuum conditions allows a shortcut between the MAF and the throttle bodies, effectively bypassing several feet of piping and the turbo itself. Not entirely sure what the benefit of this is...maybe improved accuracy of the MAF at light throttle, maybe better response...who knows...
